Believed by some to be Kaavid Ragaan, the Master is a mysterious individual who seems to be heavily involved with the Shadow Government. However, it appears that he ranks himself beyond his criminal peers and may no longer even be human - he has manifested vampire-like powers and is believed responsible for the increase in undead numbers in Hammerfall Pass.
